COLLABORATIVE APPLICATION & PRIORITY LISTING FOR REVIEW

Below are the links to open and review the final Collaborative Application and Priority Listing for the FY2017 HUD NOFA Competition. The Collaborative Application is the community application which is submitted to HUD on behalf of the full Continuum of Care, which is submitted by GKCCEH. The Priority Listing is an additional submission with the Collaborative Application which lists all projects that are being reallocated, and all renewal and new projects which are ranked for this year's NOFA competition. COST ANALYSIS & PERFORMANCE UPDATES

Communication As Of 8/18/17:

On behalf of the GKCCEH Grants Committee:
 
Dear Renewal Project Applicants and LOI Applicants –
 
The Grants Committee today noticed that we have three areas in the Cover Sheet/Scoring Guide documents that are unclear and could lead to your inputting incorrect information.  We wanted to send notice immediately to ensure that you have time to review the following items:
 
1. Cost Analysis: The cost analysis formulas were using “# of households” from Question # 8 on the Renewal Cover Sheet. It is difficult to find this number in the APR, and a decision has been made to omit the collection of “# of households” from the Cover Sheet and instead use “# of persons” meeting the Housing Income Measure in Question # 8 to calculate Cost Analysis. So “households” row has been removed & formulas updated.
 
2. Income Performance Measure: The wording and APR references were misleading. APR references specific to program type have been updated, as well as wording. Additionally, in the “Details” tab, see number 5, for information to those using a SAGE APR.
 
3. Zero Income Participants for New/1-Year Renewal Projects: Removed the “1-year, and 2-Year” grids in Question #5, as it’s not applicable. For this question, we are only asking for the projection for the FY 2017 project program year.
 
 
The new versions the Cover Sheet/Scoring Sheets are now posted on the GKCCEH website (below).  These clarifications only apply to the Cover Sheet/Scoring Guide.  They do not affect any information in esnaps. 
 
We are asking that ALL applicants submit using these new updated versions of the Cover Sheet.  A separate email will go out each project application that has already been received to ask for re-submission with the updated Cover Sheet document.  Any project not submitted or re-submitted using the updated forms will be disqualified.  Confirmation of your project application being submitted correctly will be given by GKCCEH Staff upon receipt.  If you do not receive a confirmation of receipt before Tuesday at 5:00 pm.  Please call the GKCCEH Office.

The Scoring Guide, is a tab in the Cover Sheet.V2. This is where persons can see what is scored, and how points are distributed. The link to the Cover Sheet.V2 is below. 

RANK AND REVIEW GUIDANCE

The following link will display the guidance given to Rank and Review. They will also see the GKCCEH Reallocation Policy, which is also below. 

BOARD APPROVED REALLOCATION POLICY

The CoC Board has approved of the following policy and guidelines about Reallocation. The Board is allowing community projects into the competition this year for Coordinated Entry and additional funds for HMIS. This will require low performing projects to be reallocated. The Rank and Review panel will be armed with this policy to guide decisions about Reallocation this year.

​Here is the Cover Sheet (Version 2). There are 5 tabs in this Excel Workbook. Tab 1 are some instructional/details to help with understanding the Cover Sheet, and includes a list of additional required documents. Tab 2 and 3 are the Cover sheets. There is one for Renewals and another one for New Bonus/1-Year Renewal Projects. The last 2 tabs are the Scoring Sheets, which have various fields that will auto-populate from your Cover Sheets. FY 2016 COC NOFA

The FY 2016 NOFA (Notice of Funding Available) for the Continuum of Care (CoC) Homeless Funding Program was released on June 29, 2016.  The final CoC Collaborative Application (which includes all individual project applications and the Rank and Review Priority Listing) is due to the Department of Housing and Urban Development (HUD) on September 14, 2016.  Throughout the process for this grant there will be several postings to this website page to inform the community about the process and activities required for this collaborative application.  Check back often for additional posted information.  Here are links of interest for FY2016 CoC NOFA:
