Local Competition Paused Pending Court Order
Following our previous communication regarding the August 7, 2026 federal court decision setting aside HUD’s FY 2026 CoC NOFO, we are providing an important update to the MO-604 local competition.
The CoC Board has voted and approved pausing the MO-604 local competition timeline until further guidance is received from HUD.
Effective immediately, current local application deadlines are paused. Applicants do not need to take further action toward the existing deadlines at this time.
GKCCEH will continue monitoring HUD guidance and developments related to the FY 2026 CoC competition. Once HUD provides additional direction, we will communicate any updated local deadlines, application requirements, and next steps to the MO-604 community.

What this means for applicants:
There is currently no local application deadline.
We will provide updated guidance as soon as HUD issues clarification or the court issues further direction.

Important Update Regarding the FY 2026 CoC NOFO
On August 7, 2026, the U.S. District Court for the District of Rhode Island set aside HUD’s FY 2026 CoC NOFO in its entirety, finding that HUD did not complete the required public notice-and-comment process before implementing certain changes.
This ruling does not eliminate FY 2026 CoC funding, and we are currently awaiting HUD’s final guidance on next steps. The Court also did not permanently prevent HUD from pursuing similar policy changes in the future if the required process is followed.
Until HUD announces its final course of action, the MO-604 local application timeline remains in effect. Applicants should continue preparing and submitting materials according to the current local deadlines so our community is positioned to respond quickly once additional guidance is issued.
GKCCEH will continue monitoring developments and will share any changes to the local competition, deadlines, or application requirements as soon as more information becomes available.
