FY2026 CoC Builds: Notice of Funding Opportunity (NOFO)

The CoC Builds NOFO targets efforts within Continuum of Care (CoC) geographic areas to address and reduce homelessness by adding new units of permanent supportive housing (PSH) through new construction, acquisition, or rehabilitation through one-time awards under the CoC program. PSH is permanent housing in which supportive services are provided to assist individuals and families experiencing homelessness with a disability to live independently.

This notice launches Continuum of Care (CoC) Builds MO-604 local funding competition to support eligible projects.

Eligible Applicants

  • Native American tribal governments (Federally recognized)

  • Nonprofits having a 501(c)(3) status with the IRS, other than institutions of higher education

  • Public housing authorities/Indian housing authorities

  • Special district governments

  • Public and State controlled institutions of higher education

  • Native American tribal organizations (other than Federally recognized tribal governments)

  • State governments

  • City or township governments

  • Others (see text field entitled “Additional Information on Eligibility” for clarification)

  • County governments

Eligible Project Types

CoC Builds provides funding for construction, acquisition, or rehabilitation of new units of PSH for individuals and families experiencing homelessness where one member of the household has a disability. Most of the requested funding must be for new construction, acquisition, or rehabilitation to create new units of permanent supportive housing. See IV.B.1.b and c of this NOFO for information regarding other CoC Program eligible costs, including supportive services and project administrative costs and the percentages of funding that may be requested.

Notice that this competition has a matching requirement, and includes a new rating factor “I. Building Safe Communities.”

All projects must align with HUD priorities and meet eligibility and quality threshold requirements as established in NOFO.

Applications are due by 5:00 PM CDT on July 8th.

Important:

Applicant organizations must have an active and up-to-date account with SAM.gov, at the time of application and throughout the life of any award, if received. SAM.gov also provides each organization with a unique entity identifier (UEI). A valid UEI is required to apply for funding.

MO-604 is seeking 3 individuals to serve on the CoC Builds Evaluator Workgroup, to rate & recommend a project application for the CoC Builds NOFO. Individuals cannot be associated with any agency applying for CoC Builds funding, and must disclose all conflicts of interest.


Interested Evaluator applicants should have a basic understanding of the Continuum of Care and grant review processes. Applicants must be available to individually review project applications on July 9th, 2026, and to meet for 2 hours from 12-2pm, virtually, for the Evaluator Workgroup rating consensus meeting on July 10th, 2026.


This is a time-sensitive local competition, and the selected project will move forward for submission through HUD’s eSnaps system. Applicants and reviewers are encouraged to familiarize themselves with the NOFO, eligible project types, local application materials, and HUD requirements before participating in the process.
